What is a Home Rule City?
As defined by the Kentucky State Constitution, a Home Rule City is one whose population is 999 or less. Creekside, with its population of ~300 and total of 126 houses, is about as small as a Home Rule City can be. As a City in its own right, Creekside has its own elected governmental body known as the Creekside Commission. The Commission consists of four commissioners, who serve terms of two years in length, and a mayor, who serves for four. There are no term limits attached to these positions, and they are non-partisan in nature. The City also employs a City Clerk/Treasurer, who is appointed by the Commission.
